Ingredients higher up in an ingredient list are typically present in a larger amount.
Water. It's the most common cosmetic ingredient of all. You'll usually see it at the top of ingredient lists, meaning that it makes up the largest part of the product.
So why is it so popular? Water most often acts as a solvent - this means that it helps dissolve other ingredients into the formulation.
You'll also recognize water as that liquid we all need to stay alive. If you see this, drink a glass of water. Stay hydrated!
Learn more about WaterPhenoxyethanol is a preservative that has germicide, antimicrobial, and aromatic properties. Studies show that phenoxyethanol can prevent microbial growth. By itself, it has a scent that is similar to that of a rose.

I don’t know what causes the stinging after a while, but every time I try this, it occurs. I have rosacea and very sensitive skin, and this toner is marketed to be exactly for it- but somehow it doesn’t work for me. I tried this over and over for almost 8 months - irritating.

After having clear skin for about six months, using this product for just three days in a row caused me 5–6 stubborn acnes which based on my skin type they’re probably going to leave dark spots that’ll take forever to fade. It also feels sticky on the skin and doesn’t absorb well.
Soothes my skin without any irritation or redness
