So why is it so popular? Water most often acts as a solvent - this means that it helps dissolve other ingredients into the formulation.
You'll also recognize water as that liquid we all need to stay alive. If you see this, drink a glass of water. Remember to stay hydrated!

Due to the low degree of ethoxylation, the molecule stays mostly oil-loving. That's why you'll often see it paired with water-loving steareth-20 or steareth-21 to create elegant emulsions.
In testing, this ingredient was nontoxic in acute oral studies and not a skin irritant or sensitizer.
You might hear concerns about 1,4-dioxane as a byproduct of ethoxylation; this is well-known in the industry and is controlled through purification steps before the ingredient is blended into finished products.

A cosmetic formulation thing to note: This ingredient shouldn't be combined with certain preservatives (the ones that release nitrogen compounds) because the two can react to form nitrosamines, a potentially harmful byproduct. Most brands and cosmetic chemists know this when building a formula so this isn't something to worry about it.

Oleic Acid is an Omega-9 fatty acid that can be found naturally in your skin's sebum and in many plant oils such as avocado and olive oil.
It is an emollient that helps soften skin and prevent moisture loss.
Research shows:
A 1998 study did find that applying oleic acid at higher concentrations may cause irritation and disrupt the skin barrier. Modern formulations typically use low levels that is well-tolerated.
The culprit behind fungal acne, the Malassezia yeast, feeds on fatty acids with carbon chain lengths between C11-C24. Oleic Acid, at C18, falls right into that sweet spot.
In vitro studies have shown that Oleic Acid is one of the fatty acids that induce rapid Malassezia growth in lab settings.
Oleic Acid is widely listed with a comedogenic rating but no published study has ever actually assigned it one.
The 0 to 5 scale everyone quotes comes from Fulton's 1989 survey in the Journal of the Society of Cosmetic Chemists and Oleic Acid does not appear in his fatty acid tables at all; what he did test were related ingredients built from it, like Decyl Oleate and Oleyl Alcohol (which did get ratings).
Somewhere along the way people seem to have borrowed those numbers for Oleic Acid itself.
So why is it considered comedogenic? Oleic Acid has been studied. Researchers in 1971 and 1983 applied it to rabbit ears (the standard test back then) and it did clog pores. The 1983 study also found something useful: oxidized Oleic Acid, meaning the kind that's gone rancid, clogged pores noticeably more than fresh Oleic Acid did.
It's just worth keeping in mind that these tests used rabbit skin which reacts more easily than ours. They also used much higher concentrations than you'd ever find in a real product.
A 2006 study on actual people found finished products made with comedogenic ingredients often turn out not to be comedogenic at all. As always, listen to your skin.

PEG-40 Stearate is a nonionic emulsifier and surfactant made from stearic acid.
It's water-soluble and good at coaxing oil + water to mix to keep everything stable.
The CIR Expert Panel has repeatedly concluded this ingredient to be safe at current cosmetic use levels with minimal skin/eye irritation when tested at 100%.
Your skincare also won't be containing 100% of this ingredient: the supplier recommends using 1-5% in a formula.
Broader reviews back this up: PEGs and their fatty-acid esters produce little or no skin/eye irritation, don't readily penetract intact skin, and rarely cause sensitization.
Because this ingredient is a PEG ester of stearic acid, it may not be fungal acne, or Malassezia, safe. Stearic acid (C18) sits in the C11-24 "edible window" that Malassezia lipases can cleave and metabolize.

Resorcinol, or 1,3-benzenediol, is a small phenolic compound with antioxidant, denaturant, hair dyeing, and perfuming properties.
In cosmetics, rescorcinol is mostly found in hair dyes rather than leave-on-face products. Related "resorcinol-type" ingredients can act keratolytic (loosen dead skin cells) but plain resorcinol is not usually found in face products.
In haircare, it is used to create a long-lasting color by participating in dye-forming reactions.
The main downside of this ingredient is allergy risk; it is considered a moderate skin sensitizer in animal data. Human sensitization rates are generally low in broader clinical data.
In the EU, resorcinol is restricted and only allowed under specific conditions for hair products (up to 1.25% hair dye after mixing and up to 0.5% in certain hair lotions/shampoos.

EDTA is a chelating agent. This is just a fancy way of saying it grabs onto metal ions and holds them so they don't cause trouble.
Trace metals like iron, copper, and calcium sneak into products through water and raw materials. These metals make oils go rancid, cause color and texture changes, and stop preservatives and cleansers from doing their job properly.
EDTA locks them up so it's a neat little background helper ingredient.
Typical use is under 2% but numbers as high as 10-25% have been reported in hair color products.
The Cosmetic Ingredient Review panel looked at the whole family and concluded they're safe as used. At cosmetic concentrations, they have not been found to be skin irritants or sensitizers.
Clinical testing has found no absorption through skin so the scary-sounding oral toxicity numbers from animal studies aren't relevant to a face cream.
One real formulation note: this ingredient is a penetration enhancer so it can slightly increase how much of the other ingredients get through (though this is more of a thing for formulators to work around).
