This ingredient is a small silicone made to be silky and weightless. It works as an emollient and solvent for heavier pigments/silicones as well.
According to the CIR Expert Panel, this ingredient is considered gentle and doesn't penetrate deeply into skin.
The EU and UK have banned this ingredient in cosmetics since 2020. A separate EU REACH (Registration, Evaluation, Authorisation, and Restriction of Chemicals) rule caps D4 as a trace impurity at under 0.1% in any cosmetic.
In September of 2025, the US EPA's draft TSCA risk evaluation that came out in September 2025 preliminarily found D4 poses "unreasonable risk to human health and the environment". This could lead to restrictions in the next year or so.
Learn more about CyclotetrasiloxaneCyclopentasiloxane (D5) is a lightweight silicone that mostly acts as an emollient and solvent in cosmetics. Its the reason your products feel silky, fast-spreading, and non-greasy.
Since D5 is volatile, it does its thing and then evaporates off the skin quickly.
The safety profile of this ingredient is reassuring; the US CIR Expert Panel concluded D5 is safe as used in cosmetics and Health Canada concluded that D5 is not harmful to human health or the environment as currently used in cosmetics
There's a study that people mention about D5 in a rat study showing tumors. This study is related to long-term inhalation of high D5 levels.
Regulatory bodies have judged this study to be not applicable in topical skincare since skin absorption of D5 is very low and we're not really inhaling huge amounts of D5.
The only restriction for this ingredient is environmental. The European Chemicals Agency (ECHA) restricted D5 in wash-off cosmetics at or above 0.1% due to their persistence in water.

Mineral oil got a bad rap from the old rabbit ear studies. When tested on actual human skin, cosmetic-grade mineral oil showed no comedogenic activity. The rating of 0 is a correction of outdated science.

Dextrin Palmitate is an oil-loving texture helper made by bonding palmitic acid onto Dextrin. It's main roles are to turn liquid oils into spreadable gels and prevent ingredients from separating.
It also lends a silky, non-greasy slip that makes products feel more elegant.
Typical use concentrations range from 0.5-5%, but can go up to 10% depending on how firm the gel is.
Because it's an ester built on a fatty acid, it may not be fungal acne safe.
